admiral (ret.), U.S. Navy (b. Nov. 29, 1920, San Francisco, Calif.—d. Jan. 2, 2000, Durham, N.C.), was responsible for implementing a variety of reforms while serving as the U.S. Navy's chief of naval operations from 1970 to 1974; he was also noted for his decision during the Vietnam War to spray the jungles of the Mekong Delta with the defoliant Agent Orange. After graduating (1942) from the U.S. Naval Academy, he served on a destroyer during World War II, earning a Bronze Star for valour in the Battle of Leyte Gulf in 1944. During the Korean War he served on the battleship Wisconsin. In 1965, at the age of 44, he became the youngest officer to attain the rank of rear admiral. In 1968 he was named the commander of naval forces in Vietnam, and two years later he assumed the U.S. Navy's highest command as chief of naval operations. He immediately set about instituting reforms, which included permitting women to serve on ships and ending racial discrimination in housing for navy personnel. He believed his order to spray the Vietnam jungles with Agent Orange inadvertently led to the death from cancer in 1988 of his son, Elmo Zumwalt III, who commanded a navy patrol boat during the war. The two co-wrote a book, My Father, My Son (1986), about their Vietnam experiences. The admiral retired from military service in 1974 and later led efforts for more research into the deadly effects of Agent Orange. In 1998 he was awarded the Presidential Medal of Freedom, the highest civilian award in the U.S.
