championed the independence of public radio as director (1958–65) of the international broadcaster Voice of America (VOA) and the decentralization of television programming as president (1972–78) of the Corporation for Public Broadcasting (CPB). Though trained as a physicist and having previously worked in a scientific capacity for the U.S. government, Loomis took the helm at VOA, where he expanded its broadcasting range (to include the Philippines and Liberia) and pioneered simplified English-language broadcasts for listeners who spoke English as a second language. He resigned from that post in 1965 after receiving pressure to censor coverage of the foreign-policy initiatives of the administration of U.S. Pres. Lyndon B. Johnson. As president of the CPB, he attempted to wrest the power for control over public TV broadcasting from the Public Broadcasting Service.
