      American educator (b. May 17, 1911, Stony Creek, Pa.—d. Dec. 1, 2003, El Cerrito, Calif.), was chancellor of the University of California, Berkeley, from 1952 to 1958 and then served as president of the entire University of California system from 1958 to 1967. In the latter post he guided the creation of a three-tier system that guaranteed that a college education was available to all the state's high-school graduates—a plan that many other states emulated. Perceived as having been too soft on Free Speech Movement protesters, however, he was fired by then governor Ronald Reagan in 1967, whereupon he headed the Carnegie Commission on Higher Education and then chaired the Carnegie Council on Policy Studies in Higher Education.
