  city, Monterey county, western California, U.S. It lies on the Carmel River and Carmel Bay, adjacent to Monterey, at the northern edge of the Big Sur region. The river was named by the Spanish explorer Sebastián Vizcaíno and a group of Carmelite friars in 1602. The nearby Mission San Carlos Borroméo del Río Carmelo was founded in 1770 at Monterey by the Spanish Franciscan missionary Junípero Serra (Serra, Junípero, Blessed); it was moved to the Carmel area in 1771, and Serra is buried in the sanctuary. The city, which was founded in 1904 as an art colony, has few sidewalks or street signs and has a wide mixture of architectural styles. Carmel's economy is dominated by tourism, and there are some wineries. Actor Clint Eastwood (Eastwood, Clint) served as mayor of the city in the 1980s. In addition to many art galleries and the Carmel Mission, attractions include Biblical Garden and the scenic Seventeen-Mile Drive to Pacific Grove. Migrating gray whales can be seen from December to May at Point Lobos State Reserve, 3 miles (5 km) south. Inc. 1916. Pop. (2000) 4,081; (2006 est.) 3,928.
