      Papua New Guinean politician (b. Sept. 26, 1953, Kaugere, near Port Moresby, New Guinea—d. Jan. 3, 2006, Brisbane, Australia), as prime minister (1997–99), brokered the cease-fire between the Papuan government and rebels on the island of Bougainville, which ultimately ended the island's prolonged bloody war of secession. Skate, who trained as an accountant, was elected to Parliament in 1992 to represent the Port Moresby National Capital District (NCD). In 1997 then prime minister Sir Julius Chan was dismissed from office after he hired mercenaries to defeat the Bougainville secessionist forces, and Skate was chosen to be the new head of government. Skate placated the angry military leaders who had opposed the mercenaries and negotiated peace on Bougainville, but his economic policies were less successful. He resigned in 1999 to avoid a vote of no confidence. Skate also served as the NCD's mayor and briefly was acting governor-general.
