      American Foreign Service officer who was one of the experts on China and predicted during World War II that civil war in China was inevitable and that the communists would gain control of the mainland; accused of a pro-communist bias during the McCarthy era, he was the first of the “old China hands” forced from the State Department, but a Supreme Court ruling later allowed him to return (b. Aug. 8, 1909, Chengdu, China—d. Feb. 3, 1999, Oakland, Calif.).
