      Canadian economist who helped form the post-World War II international finance and trade system; his half century of public service included the executive directorship of the International Monetary Fund, the deputy governorship and then the governorship of the Bank of Canada, and the chairmanship of the board of governors of the International Development Research Institute (b. Feb. 1, 1908, Montreal, Que.—d. Sept. 14/15, 1998, Ottawa, Ont.).
